On June 31, the Ministry of Finance and the State Administration of Taxation jointly issued the notice on adjusting the export tax rebate rate for some textiles and garments. Since August 1, 2008, the export tax rebate rate of some textiles and garments has increased from 11% to 13%.

The adjustment will play a direct positive role in the knitting and garment industries downstream of the industrial chain, but the upstream textile enterprises such as wool processing are still facing difficulties.

In view of this situation, the customs of Zhangjiagang bonded area took measures to help the wool processing enterprises in the area to cope with the predicament.

"The export tax rebate rate has not yet been related to wool processing enterprises. In order to cope with the difficulties and avoid the loss of skilled workers, our company is forced to take five days a week to rest for two days, reduce production lines, and so on, but this is not a long-term solution."

The head of a wool textile enterprise in Zhangjiagang bonded area expressed concern about the status quo.

During the period 2003~2007, many wool textile enterprises in the Zhangjiagang bonded area introduced equipment and expanded production capacity.

Since the beginning of this year, the textile export market is weak, and many enterprises are facing such difficulties as overcapacity, capital turnover and goods hoarding.

Many wool processing enterprises can only hope that the adjustment of the export tax rebate policy for downstream products will help increase exports, stimulate demand and indirectly lead to the development of the upstream and downstream wool textile industry.

Zhangjiagang bonded area currently owns many large scale wool processing enterprises such as Tianyu, aoleng, Xie you and so on. It is a famous national production and export base for wool strips. In 2007, the export of wool strips in the bonded area accounted for 35.8% of the total exports of wool strips nationwide. The shrinkage of wool processing enterprises will affect the overall economic development of the bonded area.

In order to promote the development of wool processing enterprises, the customs of Zhangjiagang bonded area took positive measures to help enterprises.

The Customs provides "one-stop" service for the enterprises in the region. In view of the large export volume of the wool strips and the tight shipping schedule, the enterprises will make pre declarations to the customs, the customs shall check overtime overtime according to the requirements, and carry out the 24 hour check and release of the bayonet, so as to ensure that the enterprises can timely pass customs, reduce the cost of the enterprises, and provide quality service and convenient customs clearance for the wool enterprises.
