Insufficient Evidence For Dumping Accusations Against Vietnam By The United States

US Commerce Ministry officials announced today that after considering the third six month data on Vietnam's clothing import control plan, there is not enough evidence to support the US anti-dumping investigation into Vietnam's clothing imports.

David Spaul, assistant director of the import department of the US Department of Commerce, said: "according to the agreement reached by Vietnam when it joined the world trade organization, the Ministry of Commerce has imported the monitoring plan for some textiles and clothing products imported from Vietnam. The results of the third phase monitoring show that the price from Vietnam south meets the requirements, and in most cases, it exceeds that of other suppliers, including Central America.

In the third 6 month period (2-7 months 2008), the US Department of Commerce inspected the import data of five different clothing products imported from Vietnam. These five categories of products were trousers, shirts, underwear, swimsuits and sweaters.

The inspection concluded that the United States did not import these five products from Vietnam in 208 of the 500 products close to the 500 ten digit coordination tariff plan lines.

The majority of the remaining ten digit tariff coordination schemes have raised the unit value and again showed no dumping.

The US Department of Commerce has compared the unit value and import level with other suppliers of these products, including Bangladesh, the Republic of Dominica, Central American Free Trade Agreement, Kampuchea, India, Indonesia, China Macao, Malaysia, Pakistan, Philippines and Thailand.

This is based on the final scrutiny of the import monitoring program. The monitoring plan will be suspended at the end of the current US government term.
