In 2008, with the support of the provincial and municipal governments, the Baqiao district Party committee and the district government, after careful investigation and demonstration, put forward the idea of promoting the upgrading and pformation of the traditional textile industry through such measures as enterprise restructuring, construction of specialized garden platforms, introduction of strategic investors, and improvement of industrial chains.

The combination of traditional enterprise reform and technological pformation and upgrading; the combination of industrial optimization and upgrading with professional park; and the combination of government support and industrial cluster development.

The comprehensive development plan of Xi'an Textile City area, which is being implemented, consists of three major sections, including the pformation of the core area of the old town of Textile City, the relocation of old factory area, and the promotion of industrial upgrading and pformation as the main objective. According to the development thinking of "changing one industry into many industries, pforming old cities into new towns and realizing re employment", a modern textile industrial park has been built on the East Bank of the Ba River.

As a place to undertake the relocation and pformation of old enterprises and the pfer of Eastern industries, the relocation of Baqiao's regional textile enterprises is not simply a "relocating" reproduction of enterprises, but a relocation of new enterprises in accordance with international and domestic leading standards.

Within the 5.3 square kilometers of the old Textile City, 37 billion 200 million yuan will be invested to build 42 projects, including Dongcheng Silk Road commercial center and textile production and living area pformation.

Xi'an's Modern Textile Industrial Park, which plans to invest about 30000000000 yuan, is a new engine for Baqiao's future economic growth.

After the completion of the "five garden areas" of modern textile parks, advanced manufacturing parks, garment export processing parks, new industrial parks, business headquarters parks, commercial residential quarters and supporting infrastructures, the park will form a modern eco industrial plate with an annual output value of nearly 50 billion yuan and a tax revenue of over 1 billion yuan, which can provide more than 80 thousand jobs for Xi'an.

The ecological control plate is the focal point of Baqiao district's economic pformation driven by urban pformation. It has basically completed the Baqiao riparian ecological park, aiming at further improving the regional ecological environment and creating the riverside ecological residential belt of the Ba River.
