Inspection and supervision results showed that the quality and safety of imported garments were worrying, and the annual unqualified detection rate was 10.2%, of which 861 batches were returned or destroyed due to the failure of safety items.

The Department received 36951 batches and 52 million 320 thousand pieces of imported garments for inspection, and the value of goods was 695 million 360 thousand US dollars. 14959 batches of sampling inspections were carried out, and 1521 batches and 730 thousand pieces of unqualified goods were detected, with a value of 12 million 200 thousand US dollars.

The products include infant clothing, children's clothing, shirts, pajamas and swimsuits, such as cotton, linen, viscose, Mordor, Rex and other cellulose fibers as well as wool, silk and other animal fibers, mostly black, red, blue and other dark textile products.


The test results showed that in all kinds of quality and safety problems, the safety and composition index of imported clothing were not very qualified, and the color fastness and ingredient identification were not consistent. The pH value exceeded the standard and became the "worst hit area". They were 776 cases, 454 cases and 371 cases, accounting for 46.5%, 27.2% and 22.2% of the total number of unqualified samples.

Other unqualified items also involve formaldehyde content exceeding standard, banned azo dye unqualified, 60 cases and 7 cases respectively.

Among them, coating and flocking printing fabrics, denim and velvet fabrics are easy to resist dry friction color fastness is not qualified.

The origin of unqualified products is mainly from Spain, Italy, Turkey, Korea, India, Bangladesh, China, Hongkong, Portugal, the United States and Japan.

First, we need to understand the mandatory standards for imported garments in China.

The inspection basis is mainly the two mandatory national standards of GB18401, "national textile product basic safety technical specification" and "GB5296.4 consumer goods instructions for the use of textiles and clothing". GB18401 has put forward requirements for the safety performance of clothing. The testing items include formaldehyde, banned azo, pH value, color fastness and peculiar smell. The unqualified items will directly affect the health and safety of consumers. GB5296.4 is mainly aimed at the identification and instructions for use of clothing. The inspection items include fiber components and product labels. Although the product identification is not part of the annex project, the information, such as fiber content, washing method and size size, will directly affect consumers' wearing and wearing.

In the process of production, clothing, such as printing and dyeing, requires various chemical agents such as dyes and auxiliaries to be added to the production process. However, due to inadequate rinsing in the finishing process, some harmful substances will remain on the textile fabric, resulting in formaldehyde and pH values of the final products which are not up to the standard requirements.

Clothing is not like food, the harm to human body is not so obvious and rapid, but its potential harm is self-evident and more concealment.

Long term exposure to clothing that is not qualified by above indicators will cause the natural barrier of skin surface to be damaged, which will cause imperceptible damage to skin and mucous membrane, and destroy skin acid-base balance, which may cause cancer.

It is suggested that the imported garments should be washed with water in case of condition, especially underwear or infant clothing.
